This treatise presents a detailed study and comprehensive commentary examining various provisions of the Act in the light of language used, general principles of interpretation and ratio of judicial decisions in cases arising under the Act as well as in cases arising during the period before the enactment of law on Right to Information along with the DoPT Circulars at appropriate places. The scheme of the Act has been followed chapter by chapter and section by section, but keeping in view the other relevant provisions having a bearing on the contents of chapter or provision under examination. This approach is designed to ensure that every relevant issue arising or likely to arise is examined properly and nothing escapes attention.

The law of Right to Information also encompasses the Rules made under the Act. Accordingly, these have been reproduced in Appendix-1 to 115. In addition, the Official Secrets Act and Public Records Act and Rules made thereunder, model form of application for information, and for filing appeals and second appeal have also been given in Appendix 119 to 123. The address of various Commissions have also been given in Appendix 124. All these make the task of the applicants seeking information and filing appeals easy.
