बैंककारी विधि एवं परक्राम्य लिखत अधिनियम - Bank-kari Vidhi Evam Parkramya Likhat Adhiniyam (Laws of Banking and Negotiable Instruments in Hindi)

बैंककारी विधि एक ऐसी विधि है जिसमें कई विधियाँ प्रत्यक्ष और अप्रत्यक्ष रूप से समाहित हैं, बहुत सारे नियम, अधिनियम ऐसे हैं जिसके बगै़र बैंककारी विधि की कल्पना ही नहीं की जा सकती है जैसे- बैंकिंग विनियमन अधिनियम, परक्राम्य लिखत अधिनियम, संविदा अधिनियम, सम्पत्ति अन्तरण अधिनियम इत्यादि।

यह एक विडम्बना ही है कि राष्ट्रभाषा हिन्दी होते हुए भी अब तक बैंककारी विधि पर समग्रता के साथ कोई भी उच्च स्तरीय पुस्तक उपलब्ध नहीं रही है किन्तु महान विधि ज्ञाता और विद्वान लेखक डॉ. अवतार सिंह जी ने बैंकिंग जैसे दुरूह विषय पर बेहद सरल भाषा में प्रस्तुत पुस्तक को लिखकर निश्चय ही हिन्दी विधि जगत के प्रति एक उपकार किया है। पुस्तक में ज़िला उपभोक्ता न्यायालयों से लेकर उच्च न्यायालयों व उच्चतम न्यायालय के महत्त्वपूर्ण निर्णयों, आदेशों को सम्मिलित किया गया है। सुविधा और सरलता के लिहाज़ से पुस्तक को दो भागों में बाँट दिया गया है। पहला भाग बैंककारी विधि से संबंधित है जबकि दूसरा भाग परक्राम्य लिखत अधिनियम को रेखांकित करता है। पुस्तक में विस्तृत विषय सूची के साथ-साथ धारा क्रम सूची और पुस्तक के अन्त में अनुक्रमणिका भी दी गई है ताकि पाठक पुस्तक के किसी भी भाग तक आसानी से पहुँच सकें।

एक ओर पुस्तक के प्रथम भाग में 'उपभोक्ता संरक्षण अधिनियम के अन्तर्गत उत्तरदायित्व' जैसे महत्त्वपूर्ण अध्याय में ग्राहक और बैंक के संव्यवहार की विस्तार से व्याख्या की गई है तो दूसरी ओर परक्राम्य लिखत अधिनियम जिसमें सन् 2002 में किए गए संशोधनों को भी सम्मिलित किया गया है।

पुस्तक के इस षष्ठम् संस्करण को यथासंभव विधि जगत की ज़रूरतों के अनुरूप तैयार करने का प्रयास किया गया है फिर भी अगर कहीं परिवर्तन की गुँजाइश प्रबुद्ध पाठकों को महसूस होती है तो अवश्य अवगत कराएँगे। उम्मीद है ये संस्करण बैंकिंग कार्य से जुड़े लोगों, उपभोक्ताओं के साथ-साथ अधिवक्तागणों तथा हिन्दी माध्यम से लॉ ऑफ़िसर या अन्य बैंकिंग प्रतियोगी परीक्षा की तैयारी कर रहे विद्यार्थियों के लिए उपयोगी सिद्ध होगा।

Dr. Avtar Singh, B.Com., LL.M., LL.D, is a multi-faceted personality, who has adorned his cap with multiple feathers- Author, Advocate, Professor. He has been awarded with numerous prestigious honours like Saraswati Sammaan by the U.P. Government and Vidya Bhushan Sammaan by the Hindi Sansthan in U.P., for his contributions in the field of legal education. In his decades long career he has been a visiting professor of Business Laws at IIM, Lucknow and Reader in Law at Lucknow University. 

Titles written by him have been prescribed by many leading universities and have been lauded by both students and teachers. His works and writing style have been appreciated both Nationally and Internationally.
