PREFACE TO SECOND EDITION
VAT has been born after a severe labour pain. Though most of the States are ready to adopt this infant but some still have hesitation. One thing is sure, it is going to grow and replace the old Sales Tax System. Teething troubles do come but gradually vanish also, the only need is to be aware of it, understand it and to know all the provision right and keep the eye on all the changes to come, because only the practical implication of VAT shall indicate the problems and those problems shall be overcome gradually.
The first edition of MANUAL OF VALUE ADDED TAX IN JAMMU AND KASHMIR released in 2005. During the last 3 years, many amendments took place. Number of changes have been brought by the legislature. Remission of tax under section 79A newly introduced in 2006. We have tried our best to update this compilation upto April, 2008.
