The service rules of Government servants relating to pay, pension, leave and travelling allowance with numerous changes from time to time, have always an air of mystery excepting to a few who actually deal with the subjects in their day-to-day work. The books in this series were brought out as a pioneer attempt to make the rules less forbidding and more easily understood. We have pleasure in presenting the thirty-eighth revised edition of this book relating to the leave rules to our readers.
Care has been taken to explain the nuances of the rules at each stage with suitable comments and easy illustrations. Wherever possible, the official phraseology of the original rules has been substituted by plain language, so as to make the study easy and interesting.
Consequent on the amendments to the rules issued on the recommendations of the Fifth Central Pay Commission, the book has been completely revised and rewritten. The amendments received up to June, 2004 including treating DA up to 50% as Dearness Pay have been incorporated.
